Oora Okeya is a character in Final Fantasy XIV. She is the adoptive child of a wealthy Hyur couple who manage major trade routes and merchant companies throughout Eorzea. Oora primarily lives on her own, jumping from inn to inn whilst studying archery in Gridania. In the later portions of the Seventh Astral Era quests, she moves into an inn suite in Ul'dah, committing herself to arcanist studies.

Oora is a twenty-six year old Au Ra with long white hair, speckled with patches of dark hair on her bangs and at the ends. She has an extremely short stature, coming in at around 4 fulms and 9 ilms. With her heterochromia, her left eye is a pale white, and her right is a shade of amber.
During the events of Final Fantasy XIV: A Realm Reborn, Oora's hair is significantly shorter. Over the course of the story, she grows out her hair as a way of expressing her freedom and emancipation from her family.
In Final Fantasy XIV: Heavensward, as a signifier of her maturing personality and exposure to Eorzea, her attire is progessively more rugged and tense. Still recovering from the events of the Seventh Astral Era quests, her appearance during Heavensward directly reflects her vulnerability.

Personality
Oora is an extremely naive young woman to no fault of her own. Although her age may imply that she is mature and capable, the Raen has an impeccable talent for subverting expectations. However, many are easily fooled by her oblivious nature, not giving her the proper credit where it's due. Oora, when placed in an academic setting, can be incredibly intelligent and knowledgeable of certain subjects; often surprising her peers. Unfortunately, this spark comes and goes, which can further promote the idea that she's all beauty and no brains.
The young Raen is mostly guided by her emotions and her heart, in some instances putting her own feelings before the raw facts. In situations where it's applicable, Oora attempts to take advantage of her naivety to make things easier for her, resulting in coming off as manipulative and cheeky.
Oora, despite her innocent image, has a severe lack of patience in any form, be it waiting for drinks from Momodi, or just waiting in line at the library. The Raen can become incredibly hostile when put on the back burner. This can quickly transform into a fit of selfishness, and in some cases, things being said that the Raen wouldn't say otherwise.
Due to not knowing her birth mother, Oora is incredibly sensitive to the idea of family. She doesn't hesitate to take up babysitting jobs or housemaid jobs whenever available, primarily because of her own yearning for a normal family life. She is incredibly well with children, wanting to have some of her own one day.
Quirks/ Other
Oora has many different ways of showing her embarrassment, such as running a hand over the scales on her face.
Her favorite food is mutton stew.
She has a few verbal quirks, such as "most definitely" and ending sentences with ",yes?"
Her speech becomes less formal as you get to know her.
Oora has a small brown journal she takes out on occasion and scribbles in. What it consists of? One may never know... Unless you ask, of course (though you may not receive a satisfying answer).
Oora has a tendency to express her opinion a little too much, resulting in accidental insults here and there.

STORY
Oora Okeya was adopted by a wealthy Hyur couple who resided in Ul'dah whilst managing trade routes and buying out merchant companies. She lived for many years on the families' estate, somewhat trapped from the outside world. Finally escaping their clutches, Oora was able to experience Eorzea for what it truly was. Dabbling in a plethora of jobs and professions, the Raen has settled on mastering the art of the scholar, studying under a bossy Highlander in Ul'dah. She takes up odd jobs here and there for extra gil on the side, so she's willing to do just about anything for some more money in her pocket.
STORY
Origins
'Twas many years ago that newlywed couple Gwen and Godwin Neoheart traveled to the bustling city of Ul’dah in search of a new beginning. Having left their respective families due to conflicts between them, the Hyur couple had realized that their love would not be accepted if they stayed. Thus, they decided to wipe their slate clean and leave. They wanted to find a place to call home; forever.
Despite their obliviousness to the harsh society of Ul’dah, Gwen and Godwin found the city to be beautiful. It did not take long for them to find work. While the work did not pay as much as they’d like, beggars can't be choosers. It was not until a few years later, when the savings had piled up, that Godwin considered starting his own trade route company; a company that would accept merchants no matter their background. The Neoheart Company had humble beginnings but would eventually blossom into a behemoth that Godwin would not be able to handle alone.
Over the course of their company’s startup, the Hyur couple had tried for a baby numerous times. Due to Gwen’s upbringing, she insisted that her entire life’s worth was dependent on raising a family. However, all of her hopes would crash down when it was confirmed that she was sterile. No matter how many times they could try, a baby of their own was not in the works for them. This left Gwen Neoheart broken, a husk of her former self.
The Neoheart estate was a trophy for the increasing success of the trade company. Gwen and Godwin planned out each square ilm of the home. Once a couple with no identity in Ul’dah, they had grown to become one of the wealthiest in the city-state whilst being on the path to becoming even richer. Money was nothing important to them, at least to Gwen Neoheart.
To cope with her inability to produce a child, the woman took up botany and landscaping. She hired talented landscapers to surround her home with exotic flora, to the point where the estate was completely shrouded by trees and the like. This was her way of stabilizing herself, her way of staying away from the black hole that was madness. Her husband, knowing his wife better than he knew himself, attempted to get her help, be it therapy or counseling, but to no avail. He knew his wife had moved too close to the spiral of insanity, but she didn’t.
Things were as normal as they could be for the Neohearts until one of their closest merchants, Dedejobi Gagajobi, contacted them, explaining that he would be unable to make the conference that day. He had found a wandering Au Ra woman in the deserts of Thanalan, who was on the cusp of falling to her knees and giving out. At the Gagajobi manor, the mysterious woman was given food and shelter. Explaining that she had left her home to find work and send gil to her family, she begged the wealthy merchant for a job. While Gagajobi wasn’t in need of handmaidens, Gwen Neoheart took her in with open arms after a handful of employees had left the estate due to her high maintenance.
The Au Ra woman, having introduced herself as Miya, worked diligently in the Neoheart estate, extending her gratitude to the couple multiple times. Gwen took a particular liking to Miya, often requesting her presence during most hours of the day. Shortly after being hired, the handmaiden fell with an unknown sickness, though it would later be revealed that she had become pregnant.
Gwen, being pulled in two by her desire for a baby, and her desire to care for Miya, was consumed by her own greed and offered to take the child off the Raen’s hands. At first, Miya would agree to the proposition, knowing fully well that she could not afford to have another child, let alone continue sending money to her family back home if she were to take them in.
Both Gwen and Godwin were ecstatic at the developments. It mattered not to them if their child was of Hyur descent or of Roegadyn descent. It was to be their child, and their family. Preparations for said child began with swift measure, with a fully equipped nursery being set up in one of the many guest rooms. It finally felt as if Gwen Neoheart had come closer to fulfilling her own destiny: to be a mother, a caretaker, a guardian.
Things came to a halt when the child was born; a girl, it was. To the Neohearts’ dismay, Miya was immediately attached to her, suddenly changing her mind on the agreement they came to, not thinking about the financial stipulations of caring for yet another child. This drove the Hyur woman mad, causing her to give the Raen woman an ultimatum: either give the child and accept a respectable amount of gil in return, or attempt to run away with said child. Which, in the latter case, would most likely result in her death. Godwin stepped in, proposing that murder may not be the correct route in solving such a conflict, but his wife was too far gone into the spiral of madness to care. This was her one and only chance at a family. She did not want to let this go.
Miya, having felt as if she was given no choice, gave up the baby girl to the Neohearts, accepting the overwhelming amount of money in return. She was told to go back to her homeland, build a new life for her current family, and never come back for her daughter. It was harsh, but Gwen Neoheart felt that it was what needed to be done.
From there on out, the baby Raen would be known as Ulyssa Neoheart, child of syndicate candidates Gwen and Godwin Neoheart.

FFXIV: LEGACY
Ulyssa Neoheart, from the very day that she was put into the hands of Gwen and Godwin Neoheart, was spoiled rotten. Being given everything and anything she desired, whatever she reached for with her grabby hands, she received. However, no amount of material worth would replace connections between Eorzeans, and that was what Ulyssa grew up missing.
She often played with butlers and handmaidens instead of other children, and didn’t know of a world in which other children existed. Ulyssa believed to be the center of the world, with everyone doting over her. Her father, Godwin, knew that at some point in time, their daughter would begin asking about the outside world. However, Gwen was oblivious to such a fate, and insisted that the estate was her world, and that it was her destiny to stay in it. Thus, many renovations and expansions of the Neoheart estate were ordered, all in an attempt to keep the young Raen within the gates.
This would become harder to do once Ulyssa reached the age of fourteen. Yearning for people of her own age, she began spending an insurmountable amount of time in the library, which was supplied with over a thousand books. She learned of the vast locations of a place called ‘Eorzea’, and the history of it. Upon learning of Ulyssa’s desire to explore the outside world, Gwen Neoheart promptly locked her out of the library, restricting her access to the books that transported her to other worlds.
For the next four years Ulyssa would live in a world of solitude, spending her days playing Mahjong with her handmaidens and butlers, and laying in a bed of hyacinths whilst staring at the sky. She yearned to be in this magical place called Eorzea, often telling said handmaidens of how wonderful it must be to live there. None had the heart (or the permission) to tell her that the world she longed to explore was just outside the tall gates in which she was imprisoned.
At eighteen the young Raen would claim that she knew what ‘love’ was, not from text within a book, but within someone close to her. Her and her butler, Monx Labroe, had fallen for each other. This relationship blossomed when Godwin would permit Monx to sneak books to Ulyssa’s room in the dead of night. From there, she truly believed that they had a connection, for they had much in common, to Monx’s surprise.
It wouldn’t be long before the idea of marriage came to the minds of the young Eorzeans. They both wished to elope, with Monx wanting to show Ulyssa the wonders of the world she missed out on. Godwin, surprisingly, supported this notion. However, they all knew fully well that a certain someone within the Neoheart family was their only obstacle.
On the eve of Ulyssa’s nineteenth birthday, an airship was ordered to arrive at the Neoheart estate whilst the moon was their only witness. The Raen was a bout of nervousness and excitement. Upon boarding said airship, Ulyssa and her father embraced, knowing that this may be the last time they see each other. And it was.
For the first few years of their unofficial marriage, the couple lived in a quaint village outside of Gridania. Ulyssa finally learned that the place of her dreams, Eorzea, was real, and that she had lived in it her entire life. Expectedly, the young woman had developed a large amount of animosity for her adoptive mother for many things, primarily the sheltered life that she had closed her in. Exploring the world with her lover was everything she had ever wanted, but it would seem to go as fast as it came.
The falling out of their ‘love’ came with swift haste, though unexpected between the two. Was it the naivety of the woman, or the incompetence and lack of compassion from the man? Was it the many things the woman still had to learn, or the frustration from the man? Even today, there are no clear answers. But it was a heartache of no other when her first love, Monx, left her for another woman. Another woman she’d never meet. Ulyssa had hoped, despite her feeling of betrayal, that the woman he ran off with was all he ever wanted and more, because it was abundantly clear that she did not meet those standards.
Ulyssa, now going by the name Oora, enlisted to be one of many soldiers in the Order of the Twin Adder, taking up archery as her main means of offense. But as the smaller moon Dalamud made its eventual descent on the land of Eorzea, Oora feared for the worst. Chaos would erupt all over the lands, and war would ensue on the Carteneau flats.
But Oora would not see the tragic day, or be able to give her life to Eorzea, for fell to an unknown sickness after having her left eye pierced and blinded by an arrow. She was deemed to be in a coma during Bahamut's wrath.

FFXIV: A REALM REBORN
Oora, going by the full name Oora Okeya, continued to study archery in Gridania for some time. It was during this time also that the Raen had made it her official mission to find her birth mother, all while trying to manage her new identity. Her search had taken her between the other main city states, Ul’dah and Limsa Lominsa where, during her time in the latter, her interest piqued with the arcanist occupation.
Resigning from the Order of the Twin Adder, Oora made Limsa Lominsa her home whilst beginning her arcanist studies. She was taken under the wing of Thubyrgeim, the respective guildmaster, living with the Roegadyn. Ul’dah was not in Oora’s interest until her guildmaster sent her there; for her new, official mentor, Osgood Leuminart, resided there. She had not gone back to the city of her birth since she fled her estate years ago.
Returning to Ul’dah was a monumental feat for her, for she feared that the city may see through her facade and attempt to return her back to her adoptive mother. But things seemed eerily normal in the wealthy city-state, which brought a sense of relief to Oora. This wouldn’t last for long; not at all.
Osgood Leuminart was an old Highlander man set in his ways. He knew the ins and outs of the scholar profession, and worked closely with masters such as Alka Zolka and Surito Carito to study the old city-state of Nym. Although from first glance it would appear that Osgood would rather bathe in ice than take in a mentor, he secretly enjoyed the company, for he lived alone (save for a few pets here and there, which he made Oora look after).
When Oora wasn’t being lectured by her mentor, she often scoured the city for job postings to make extra gil on the side. She settled on being a waitress at the Quicksand, while the proprietress, Momodi, gave her a room at the inn. Oora was officially getting her life on track, until it came to light that her mother had been looking for her desperately all these years.
This was found by Osgood, who, in some evil twist of fate, happened to know the Neoheart family personally. He was one of the many merchants that were managed by them, and he was in their debt for how they took care of his company and ensured he made extensive profits. Oora had found a flyer framed in his office that posted a 2 million gil reward for the return of Ulyssa Neoheart. Upon inquiring about said flyer, Osgood explained that the poor woman, presumably Gwen Neoheart, had pummeled into sheer insanity looking for her adoptive daughter. It had become widespread news across the city, and many who were desperate for gil created search parties, but to no avail. Osgood told Oora that it’s believed that the missing child is dead, but Gwen insists that she’s alive, and still searches for her.
This information impacted the Raen more than she thought it would. Was it a good thing that the world thought she was dead? Or was it a sudden loss of identity? This confused Oora, but all she could do was give her condolences. The city of Ul’dah decided with time that Ulyssa Neoheart was gone, so she might as well accept it.

FOR GENERAL ROLEPLAYING
Oora still resides in Ul’dah as her permanent residence, having recently gathered up enough gil to purchase a small apartment of her own. She is under the mentorship of Osgood Leuminart and in her free time enjoys exploring and going on her own adventures.
